Bust The Cap

The Assembly made its first run at removing whole categories of spending from the statutory cap set 25 years ago as a reasonable fiscal restraint measure. Everyone forgot it was there until the staggering Guinn tax hikes, which landed Nevada near the top of the tax-hikes-per-capita ranking for this decade.
